This is a must for any “Student” of the American Civil War, re-enactor, would be Privateer, as a gift for a friend or to encourage a child or grandchild to study American History.
The original function of a Letter of Marque and Reprisal was to right a National wrong.  These letters were used by governments, as an instrument of State, to augment the size of their naval forces and to attack the commerce of the enemy at no cost to public funds. Letters of Marque did not completely safeguard a privateer from prosecution even when ships of certain countries were excluded from attacks. When a privateer was captured by hostile nations he was often charged with being a pirate and swiftly executed.  The use of Letters of Marque was discontinued by many countries who signed the Declaration of Paris in 1856. United States as well as several other countries signed the International Treaty much later. The US was at that time, much more dependent on their use to increase their Maritime power because they lacked a Large Navy to defend itself during the War of 1812 and to defend and eventually defeat the Barbary Pirates.  More recently, Letters of Marque and Reprisal were issued by the Confederate States of American during the Civil War primarily to run the Federal Blockade, but also because the CSA lacked a significant navel force of its own.
The American Civil War Charitable Trust (www.acwct.org), a 501(c)(3) non-profit entity recognized by the United States Department of Internal Revenue, is offering these Letters of Marque and Reprisal to fund its Scholarship program, Civil War Veterans Grave Restoration, and Battlefield Preservation efforts, in addition to supporting like-minded Civil War related organizations in their historic preservation efforts.
